The new brand – Oasis, a Paychex Company – reflects the combined strength of a Professional Employer Organization dedicated to providing a one-stop shop of services to small and medium-sized businesses.

The San Diego-area manager for the company – a Sage Executive Group sponsor – is Joe Tuskan,  who has been providing PEO expertise for more than 25 years. “I’ve always wanted to help people,” he said. “Truly helping a business owner attain their goals and dreams is probably the biggest win for me.”

As district manager, Tuskan brings a depth of experience – first with Kelly Services, which was acquired in 2007 by Oasis, the largest privately held PEO in the nation, which in turn was purchased at the end of 2018 for $1.2 billion by Paychex, a publicly traded company.

“Even through we’re part of a larger company,” Tuskan said, the greatest strength provided by his office to the San Diego business community continues to be “flexibility”  in four key areas. They are payroll administration, health benefits administration, human resources, and risk management including workers compensation and liability.

Secondly, he said, “Our regionalized service model provides clients the feel of a boutique PEO with the financial strength of Paychex and its national footprint.”

The target market is companies with 20 to 250 employees and the San Diego service center serves1,178 clients with a total of more than 33,800 worksite employees

Startups and entrepreneurs are an important part of the business. “We have a ‘turnkey’ process to literally set up businesses with everything they need” to comply with the myriad regulations and rules companies face today, he explained.

"Our main focus is to provide integrated, cost-effective solutions, which provides the owner time to focus on their business, become an employer of choice, reduce administration costs and maintain peace of mind on compliance,” Tuskan said.

Tuskan, who has a master’s degree in Business Administration from National University,  has deep family roots in San Diego. He has been married 43 years with three children (two sons and a daughter) and five grand-children.
